Provincial Administration Will Detect FISP Corruption , Zyambo

Ministry of Agriculture Permanent Secretary Songowayo Zyambo says the ministry which is led by member of parliament Micheal Katambo now handed over ‘Over sight Functions ‘ to the provincial administration that will be responsible for the smooth implementation of the programme at district level.
He said the ever increasing farming fraternity over the years implementation has faced a lot of challenges and the centralized type of management cannot cope such changes .
Zyambo who also took a swipe at civil servants that had taken advantage of their positions to benefit from the farmers input support programme (FISP) during the official launch of the commencement of the of issuance of inputs at Mount Makulu research institute in Chilanga on 8th October 2019 have been identified and will be watched and scrutinized.
The permanent secretary who Was flanked by the Minister of Agriculture Micheal Katambo and Chilanga member of parliament Maria Langa assured that the ministry has come up with security innovations that curb malpractices or lapses in farmer input support programme implementation will be attended to by provincial administration supported by district authorities, as opposed to the ministry of agriculture headquarters.
He also disclosed that the second area in which they have made security innovations is on monitoring of the implementation of the farmer input support programme , relates to enhancement of the Smart Zambia institute led by the deputy secretary to the cabinet Dr.Martin Mtonga has made on the Zambia integrated agriculture management information system (ZIAMIS) .
Zyambo explained that the ZIAMIS is a data base that links implementing partners on the farmer input support programme and that ZIAMIS is an important monitoring tool that now enables the ministry to detect civil servants that are benefiting from the farmer input support programme at the expense of the intended small scale farmers.
